Free allowance: 1,000 new governance submissions per UTC month; one organization, one project, one runtime, one development environment, two active API credentials, and 30 authenticated requests per minute. No self-service paid upgrades or production environments.

Keep credentials server-side. Historical nees-core-sdk 0.1.x chat examples are not compatible V3 instructions.

Verify email -> create Free organization -> Developer Onboarding -> project -> runtime -> development environment -> secure runtime credential -> bounded proof.
Register the genuine action and publish required governance through an authorized workflow.
Infrastructure -> Assessment configuration manager -> Registered action -> Published scope -> Integration method -> Resolve existing assessment -> Export configuration.
Resolve existing assessment is read-only. Exports are version-bound commitments, not API keys or permission grants.
Publish baseline & resolve changes governance and may overwrite custom commitments.
Never invent assessment refs, versions or digests.
Submit -> qualify -> start -> application executes and verifies -> report -> inspect evidence and receipt.
